As the water level raised, it became harder to keep things dry. People built above existing buildings, one floor at a time, allowing those who lived at the lower floors to move to the newer additions, strengthening the construction above and below the water level, fighting the currents with the new inventions used to dry up segments of canals for maintenance and construction.
